In the central core of the University Area (from Lane Avenue to 10th Avenue)
dumpsters are a fixture of the alley network. These dumpsters are a frequent target of tags and graffiti. With a fresh coat of base paint, each dumpster could be painted by selection of rotating artists each year or more frequently.
